Botswana’s Labour Market Shows Signs of Renewal Amid Policy Reforms. Botswana’s labour market is undergoing a transformation as key stakeholders work towards modernising labour laws and improving collective bargaining mechanisms. The Botswana Public Employees Union (BOPEU) has expressed optimism about these developments, seeing them as steps towards a more balanced and fair employment landscape.
BOPEU General Secretary Tshepiso Mbereki highlighted the urgency of reforming the Employment Act and the Public Service Act (PSA) to align with international labour standards. While the Employment Act was last updated in 2010, critics argue that it has not kept pace with evolving workplace dynamics. The government has acknowledged this and is taking steps to address legislative gaps.
A significant milestone in this process is the revival of the Public Service Bargaining Council (PSBC). The PSBC was previously hindered by disagreements among trade unions, but recent amendments to the PSA have created a more structured framework for representation. Mbereki commended the government for passing legislation that paves the way for a functioning bargaining council, viewing it as a crucial step in resolving workplace disputes and improving labour relations.
Another major issue on the labour agenda is the establishment of a national minimum wage. BOPEU supports the government’s proposed wage floor of P4,000, arguing that it is necessary to address income inequality and improve the standard of living for workers. Botswana has been identified as one of the most unequal countries globally, with wage disparities contributing significantly to economic inequality.
Mbereki stressed that the proposed minimum wage should not be left to voluntary compliance but should be legally enforced to ensure fair compensation for workers. BOPEU believes that institutionalising a minimum wage will promote economic stability and provide a foundation for future wage growth.
With continued dialogue between government, employers, and unions, Botswana’s labour market is on a path towards greater fairness and sustainability, offering renewed hope for workers across the country.
