Questions Raised Over P230 Million BMC Tender Awarded to Colic Construction. Colic Construction Development Co. (Pty) Ltd, which was awarded a construction contract worth around P230 million by the Botswana Meat Commission (BMC), is the subject of recent concerns regarding the procedures followed during the tender process.

According to reports, questions have been raised over the transparency of the process that led to the awarding of the contract. Some stakeholders have requested clarity on whether the necessary procedures were properly observed.

It has been reported that a former cabinet minister has been mentioned in relation to discussions surrounding the tender process. However, no official confirmation has been provided to verify any involvement or wrongdoing. Allegations have also been made regarding payments linked to the tender, but these remain unverified.

Lobatse Member of Parliament Kamal Jacobs, when asked for comment, expressed his general concerns about tender practices in the country. Jacobs noted that large contracts are often awarded to foreign companies, even in cases where local companies may have the capacity to complete the work.

This publication has reviewed communication from Jacobs’ office to the Directorate on Corruption and Economic Crime (DCEC), which raised concerns regarding certain aspects of the tender. These concerns include whether the tender was subjected to an open and competitive process and whether an Environmental Impact Assessment was completed before construction began. At present, there are no official findings confirming any legal violations.

Colic Construction was contacted for a response, but no comment was received by the time of publication. A representative indicated that management was unavailable at the time of the inquiry.
