The SADC Secretariat, with support from the CESARE programme, recently hosted a crucial meeting in Johannesburg, South Africa (10-12 December) to finalise and validate the NTB Annex to the SADC Trade Protocol by legal experts from member states.
This Annex is a game changer for regional trade, addressing key challenges such as
– Reducing Non-Tariff Barriers (NTBs)
– Ensuring compliance with trade agreements
– Improving trade efficiency and predictability
Currently, SADC lacks a legal framework for real-time NTB resolution, leading to delays and frustration for the private sector. The NTB Annex will introduce legally binding measures that will hold member states accountable for swift action on NTB cases, build confidence and boost intra-regional trade.
Mr Alcides Monteiro, speaking on behalf of the SADC Secretariat, highlighted the Annex’s critical role in promoting free trade and deeper economic integration.
What’s next?
The Annex is expected to be adopted by the SADC Committee of Ministers of Trade (CMT) in 2025.
The Cooperation for the Enhancement of SADC Regional Economic Integration (CESARE) programme, funded by Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ) and co-financed by the European Union (EU), is managed by the SADC Secretariat and plays a key role in advancing regional economic integration.
